Entitlements Manager
Compensation: Starting at $95k/year base + bonus

About the Role
The Entitlements Manager will play a critical role in advancing residential communities through the entitlement and municipal approval process. This individual will lead zoning and entitlement efforts from initial land evaluation through final approvals, while serving as a visible representative of the development team in front of municipalities, planning commissions, and community stakeholders.
The role requires someone who can operate independently, manage multiple moving pieces simultaneously, and confidently navigate complex approval environments while maintaining strong relationships with local agencies and consultants.
What you’ll do:
Lead rezoning efforts, comprehensive plan amendments, plat approvals, and site plan approvals
Develop and manage entitlement schedules to support acquisition and development timelines while maintaining visibility into key milestones and approval risks
Serve as the primary point of contact with municipalities, planning staff, regulatory agencies, and public stakeholders.
Build strong working relationships and help drive projects through complex approval environments.
Prepare and present projects at planning commission meetings, city council hearings, neighborhood workshops, and community forums.
Clearly communicate project vision, respond to feedback, and help move approvals forward.
Coordinate and manage civil engineers, land planners, environmental consultants, traffic engineers, and land use attorneys to ensure deliverables remain accurate, timely, and aligned with project objectives.
Oversee zoning analysis, environmental studies, traffic reports, utility coordination, and other entitlement-related due diligence efforts supporting land acquisition and project feasibility.
Track approval timelines, identify potential obstacles early, and proactively resolve issues that could impact project schedules or overall delivery.
Partner closely with Land Acquisition, Land Development, and Finance teams to ensure entitlement assumptions align with underwriting, budgeting, and execution strategies.
What we’re looking for:
2–5 years of experience in land entitlements, land development, urban planning, civil engineering, or residential homebuilding.
Strong understanding of zoning, permitting, rezoning, and municipal approval processes.
Experience working directly with municipalities, regulatory agencies, and public stakeholders.
Prior experience presenting in public forums such as planning commissions or city council meetings strongly preferred.
Ability to read and interpret zoning maps, site plans, and civil drawings.
Required Skills:
Strong project management and organizational ability across multiple concurrent approvals.
Strong communication and stakeholder management skills.
Ability to coordinate external consultants and cross-functional internal teams.
Analytical thinking related to zoning, land use, and development feasibility.
