About the Role:

The Sr. Entitlements Manager is a key leader within the land team, responsible for driving entitlement strategy and execution across multiple residential communities.

This role oversees zoning, comprehensive plan amendments, rezoning, and all municipal approval processes from acquisition through final approvals. It requires strong ownership of timelines, stakeholder coordination, and the ability to navigate complex regulatory environments.

A critical component of this position is direct engagement with municipalities and public forums, representing projects in front of planning commissions, city councils, and community stakeholders.

This opportunity is ideal for a land professional with 3–10 years of experience who is comfortable operating independently, influencing approvals, and acting as a visible representative of the development team.

What you’ll do:

Entitlement Strategy & Execution:
Lead rezoning efforts, comprehensive plan amendments, plat approvals, and site plan processes. Develop and manage entitlement timelines to ensure alignment with acquisition and development schedules.

Municipal & Public Interface:
Serve as the primary point of contact with city and county officials, planning staff, and regulatory agencies. Represent projects in public hearings, workshops, and community meetings.

Public Presentations:
Prepare and deliver presentations to planning commissions, city councils, and neighborhood groups. Clearly communicate project vision, respond to feedback, and help drive approvals forward.

Consultant Management:
Oversee civil engineers, land planners, environmental consultants, traffic engineers, and land use attorneys. Ensure deliverables are accurate, timely, and aligned with entitlement strategy.

Due Diligence Oversight:
Manage entitlement-related due diligence including zoning analysis, environmental studies, traffic reports, and utility coordination to support land acquisition and project feasibility.

Schedule & Risk Management:
Track approval timelines, identify risks early, and proactively resolve issues that could impact project delivery. Maintain clear visibility into critical path items.

Cross-Functional Collaboration:
Partner closely with Land Acquisition, Land Development, and Finance to ensure entitlement assumptions are incorporated into underwriting, budgeting, and execution plans.

What we’re looking for: 

3–10 years of experience in land entitlement, land development, urban planning, civil engineering, or residential homebuilding.
Strong understanding of zoning, rezoning, permitting, and municipal approval processes.
Proven experience working directly with municipalities and regulatory agencies.
Experience presenting in public settings such as planning commissions or city council meetings is strongly preferred.
Ability to read and interpret site plans, zoning maps, and civil drawings.

Required Skills:
